Yes, as long as the transferor is over 65 and receiving an eligible pension, both the pension and the appropriate pension income credit can be transferred, whether the spouse is over or under 65.

I helped a friend prepare his and his wife's 2007 tax returns last March. He is over 65 and collects a pension ... she is under 65 and still works. The software I used (ufile) split some of his pension income with her which I believe is allowed. However, it claimed the pension income deduction for her which I believe is not allowed. Are my beliefs correct? Interestingly, CRA accepted the returns as filed and to date have not re-assessed them ...
