Late filing but don't owe - should I be concerned?

Due to some amount of lazyness and having an operation and generally being busy, I didn't yet file my return for 2007 - for which I will get a refund.
My concern right now is wether I should be worried about any late-filing penalties (even though I don't have a balance owing); my reason for being concerned is because I came across this story: http://www.thegatesofdawn.ca/wordpress/posts/2008/04/27/pissed-off-at-canada-revenue-agency/
I'm wondering if this is common, and if I should consider a Voluntary Disclosure to help avoid any potential late-filing penalties.
Any advice?
